    The Poarch Creek Indians are descendents of a segment of the original Creek Nation, which once covered almost all of Alabama and Georgia. Unlike many eastern Indian tribes, the Poarch Creeks were not removed from their tribal lands and have lived together for almost 200 years in and around the reservation in Poarch, Alabama. The reservation is located eight miles northwest of Atmore, Alabama in rural Escambia County, and 57 miles east of Mobile. The Poarch Band of Creek Indians is the only federally recognized Indian Tribe in the state of Alabama, operating as a sovereign nation with its own system of government and bylaws. The Tribe operates a variety of economic enterprises, which employ hundreds of area residents. Poarch Creek Indian Gaming manages three gaming facilities in Alabama, including: the Creek Entertainment Center in Atmore; Riverside Entertainment Center in Wetumpka; and, Tallapoosa Entertainment Center in Montgomery.

    The Environmental Department provides multiple tasks in order to protect the Environment in and around Poarch Creek. Some of the programs the department performs are monitoring the waterways on a weekly basis to ensure they are safe for recreational purposes; conducting clean-out of old chemicals in schools where tribal children attend; forming partnerships with local schools on environmental projects; pick-up paper and cardboard from offices for recycling, after which it is baled for shipment on a weekly basis; clean out rivers and streams as needed when illegal dumping occurs; periodically conduct an electronic appliance recycling disposal operation.

    The Property Management Office provides inventory control of all equipment belonging to the Tribe. All new equipment is properly tagged as it is purchased and the Officer maintains a storage area for all excess property. The Property Officer reviews and stays current on federal regulations and property management. The Department is responsible for records and inventory including condition and location. Inventories of all property are made once a year. Reports are made to the Tribal Administrator and the applicable property is disposed of according to federal requirements. The Department also conducts Audit Reports and Inventory Checks with regulatory agencies.

    The Public Works department is responsible for the maintenance, custodial service and construction of all Tribal property for Tribal Administration, along with garbage and waste disposal. The Department also maintains the roads, right-of-ways and bridges of designated Bureau of Indian Affair's roads on the Poarch Creek Reservation. Maintenance of Tribal grounds and recreation facilities are included in the department's responsibilities.

    The Tribal Administrator is responsible for the daily operations of the Tribe including all contract and grants administration. The Tribe, excluding Enterprises, consists of approximately 300 regular employees and approximately twenty departments. The departments supervised under the Tribal Administrator are: Tribal Administrator's Office, Human Resources, Health Administration, Health Department, Tribal Police, Public Works, Senior Services, Family Services, Education, Environmental, Planning, Tribal Member Benefits, and Tribal Enrollment.

    The Poarch Creek Tribal Police Department functions as the primary law enforcement agency for the Poarch Creek Indian Reservation. The PCIPD also provides law enforcement services for the surrounding community. Currently there are seven police officers, one corporal, and one chief of police. These officers respond to a diverse assortment of job responsibilities such as warrant and civil process services, crowd control, domestic disturbances, background investigations, etc. Tribal Police Officers are cross-deputized with the county and often provide assistance to the Escambia County Sheriff's Department, Atmore Police Department and also the Alabama State Troopers. The department provides 24 hour police and dispatch coverage for a 17 mile radius including traffic patrol, residential and commercial building patrol, safety programs and various community related services that assist with the Escambia County Drug Task Force for the investigation and eradication of drugs in the area.

    The Education Department administers various education, and employment and training programs. The function of the department is to further develop and improve the basic education skills of adult tribal members; upgrade and improve the academic performance of eligible Indian children; provide on-site work experience within tribal operations; and provide support for academic and technical training, and on the job training in the private sector for eligible participants. The Education Department administers several state and federal grants which include: Johnson O'Malley, Adult Education, Workforce Investment Act (WIA). Each program has specific guidelines a person must meet in order to participate.


  • The Human Services Program is funded through the Health Department of the Poarch Band of Creek Indians, which gets its funding through the Indian Health Service (IHS). Even though the funding is provided directly to the Health Department, the primary responsibility for services fall under the Family Services Department. The Human Services Program provides services to tribal members and first generation Indian descent children through the age of 19. The services include psychiatric assessment, psychological testing, drug assessments, mental health counseling, parenting skills training, anger management, vocational counseling, and marriage and family counseling. Substance abuse counseling is available with assistance from staff for referrals to rehabilitation clinics and residential placements.


  • The Poarch Volunteer Fire Department provides fire protection and safety management to persons and structures on or near the reservation. The program objectives are to: purchase/maintain equipment, provide training for fire chief and volunteers, and provide necessities for operating the department. The volunteers are highly qualified fire fighters, trained in all areas of fire fighting and life saving techniques. Volunteers must continue with ongoing training to maintain certification and to keep updated with new rules, regulations and laws of fire fighting services.

    The Poarch Creek Indians Housing department provides tribal members with decent, safe and sanitary homes. The Poarch Creek Indian operates a low-income rental housing program, a Mutual Help ownership program, and Tribally Assisted Home Ownership Program (TAHO). The homeownership programs were designed for Tribal members who are within the low to medium income guidelines and who are able to make long-term financial commitments. The rental program has assisted 30 Senior Citizens and 76 single families since 1986. The Mutual Help program assisted 70 Tribal families during the years of 1996 to 1999 before it ceased operation. The TAHO Program was designed following some of the Mutual Help program guidelines. This program has continued to help hundreds of Tribal families own affordable housing. Applicants are required to make a contribution toward the project. Contributions can be land or down payments.

Other services supported by grants are administered through five separate program areas currently managed under the Family Services Department: Social Services, Human Services, Domestic Violence, and Elder Care. Financial assistance to tribal members is made through the Community Services Block Grant, Child Care Development Block Grant and LIHEAP. Each of these programs follows mean-tested criteria for eligibility to offer assistance for emergency food, housing, employment, or medical supplies, child care, and energy bill payments.
