Lochner submitted the PS&E of this enhancement project that provides pedestrian and street improvements, including a tunnel bypass for exiting ferry traffic. Lochner also provided the Utility Report and Traffic Circulation Study for this project. In addition, Lochner designed PS&E for the project's traffic control during construction, roadway channelization, temporary and permanent traffic signal installations, permanent traffic signing and illumination.
Hal is a registered professional engineer in some 25 states and an active member of ACEC, NSPE, ASCE, and the Economic Club of Chicago. In his hometown of Chicago, he has established active liaison committees between the engineering consultants and transportation and transit agencies to foster a joint dialogue on improving engineering practices and transportation programs for the city and its inhabitants.

Lacey Parkway: This Lochner project incorporated a number of sustainable design solutions, including narrowed roadways for slower traffic and to minimize runoff; stormwater treatment; use of recycled construction materials; and drought-resistant vegetation irrigated with recycled water from a nearby sewage treatment facility.
One of the first comprehensive highway design software systems called HDPS, was developed by Lochner. HDPS was endorsed by FHWA and many state DOTs. The National Environmental Policy Act (NEPA) opened up new opportunities for our industry, and for Lochner, starting with the I-75 Alligator Alley project in South Florida as the firm's first Environmental Impact Statement (EIS). Setting environmental standards still applied today, Lochner received high accolades from the FHWA and EPA. Harry W. Lochner, Jr. (Hal Lochner) became president in 1974.
Lochner added bridge inspection to its services and further expanded with additional offices in the west and southeast.
