Breiholz Qazi Engineering, Inc. (BQE) was formed by David Breiholz in 1973 for the purpose of providing Civil and Structural engineering consulting to the public and private sector

Breiholz Qazi Engineering, Inc. also provides seismic risk assessment/probable maximum loss (PML) studies and structural analysis of existing buildings, from small 1-story commercial and industrial buildings to high-rise residential/commercial buildings. The firm has provided this type of work continuously since 1973, and has actively participated in the Structural Engineers Association of California Existing Buildings Committee to develop design codes and guidelines for such analysis. The Existing Buildings Committee contributed to the development of the Uniform Code for Building Conservation (UCBC) Appendix Chapter 1 "Seismic Strengthening Provisions for Unreinforced Masonry Bearing Wall Buildings". As past chairman of this committee, David Breiholz is now directing subcommittee work that includes development of new code provisions for infill frame buildings and tilt-up buildings, as well as code changes for the California state-adopted UCBC, published by the International Conference of Building Officials.
