Despite all of the diversity of lifestyles, interests, ages, and backgrounds, all townhome owners have at least one thing in common: membership in a private, involuntary, usually nonprofit organization known as the Homeowners Association. Because everyone owns the common areas, a sort of mini-government must be created to maintain them to everyone's benefit. This is the purpose of the Management Committee, which is responsible for the operation of the community's common areas.

homeowners' Association customarily does not hold title to the property, but rather serves as the vehicle through which decisions affecting the property are made. Some of the more important responsibilities of an Association are: 1.) Providing for the repair and maintenance of the common areas, 2.) Protecting the homeowners' shared investment, 3.) Establishing and collecting assessments to pay for the common expenses of all owners, 4.) Ensuring that adequate reserves are collected annually for future replacement of major components of the property, 5.) Administering the rules and regulations of the Association for the mutual benefit of all owners, and 6.) Creating a positive living environment for all residents.
