As a principal of C & I Tax Consultants, Naomi manages the tax credits and incentives analyses for C & I’s clients.

Naomi has developed a proprietary credit analysis software program that accurately and efficiently calculates the California Enterprise Zone and Federal Empowerment Zone Tax Credits. Because of her extensive expertise in the field, accounting firms of all sizes, including several top 10 firms, refer their Enterprise Zone tax credit work to C & I. Naomi is an expert at creative and effective strategies aimed at maximizing documented credits and credit utilization while minimizing audit risk. An experienced advocate for her clients before the Franchise Tax Board, she has successfully overturned adverse Franchise Tax Board determinations and secured substantial credit allowances for her clients. She also counsels her clients on proactive methods to screen potential employees to capture additional credit opportunities.

Steven Dotan is a principal of C&I Tax Consultants. He is a founder of the Company and has been instrumental in bringing C&I to the forefront in the specialty field of Enterprise Zone Tax Credits. He regularly monitors regulatory changes in the Enterprise Zone tax regulations and contributes to lobbying efforts in Sacramento. Steve has been interviewed and cited in many business and professional journals on the topic of the Enterprise Zone Tax Credit Program. Steve oversees the company’s business operations and general corporate governance. As Vice President of Business Development for C&I Tax, Jenny Pruneau is a dedicated and devoted professional going above and beyond the call of duty for her clients. Jenny brings to C&I her excellent communication skills and ability to build strong relationships based on trust and confidence. Throughout her career, Jenny has developed an extensive network contacts, with whom she keeps in close contact to keep her finger on the pulse of the industry.
