Pacific's road to becoming a steel and recycling giant began as a one-man operation in Spokane, Wash. Joe Thiebes emigrated from Germany in the 1880s and followed his family's business tradition of trading hides and furs. Soon, Thiebes sent his son, also named Joe, to the wilds of Montana. And in the early 1920s, the younger Thiebes officially founded Pacific Hide & Fur Depot in Great Falls. During World War I, the company expanded beyond furs and hides into collecting ferrous and nonferrous scrap. And this scrap metals venture eventually led the firm to branch out in the 1950s into sales of new steel products. The Thiebes family business continued into the third generation, with another son - again named Joe - joining forces with his father as the company steadily opened additional locations under the Pacific Hide & Fur name.

Sweetman Construction Co. purchased Concrete Materials in 1952. When R.S. Sweetman purchased C.A. Wagner Construction Co. in 1952, the company specialized in heavy/highway construction. Later, Sweetman Construction Co. diversified into other phases of road building and heavy construction projects in South Dakota and surrounding states. Founded in 1930, Concrete Materials produced crushed rock from a small processing plant in west Sioux Falls.

As time went by, operations moved south, and San Jose became office headquarters. Over the years, Raisch had been involved in the construction of roads and roadway structures. Beavertown Block Co., Inc. was founded in Beaver Springs, PA in 1922 by Kimber Sidney ("K.S.") Kline, Sr. In that first year the infant company produced 4, 158 concrete blocks by hand, using forms. Many of the first blocks were used to build Kline Motors in Beaver Springs, Pennsylvania.
