Lochner's Raleigh, NC office received an ACEC of North Carolina Honors Award for engineering excellence for the design of the US 70 Clayton Bypass in Johnston County. Eastbound I-88 at the Fox River Bridge Construction in Aurora, Illinois, won an ACEC-IL 2010 Engineering Excellence Honor Award. A 2009 AIA Illinois Honor Award went to the Wilson Street Bridge Replacement over the Fox River in Batavia, Illinois.

The College of Idaho is a liberal arts college with an enrollment of 1, 010 students located in Caldwell, Idaho. From 1991 until October 2007 it was known as Albertson College of Idaho. The college was conceived in 1884 when the Presbyterian Church's Wood River Presbytery, meeting in Shoshone, formed a commission to examine the possibility of establishing a Presbyterian college somewhere in the Idaho Territory. The commission found support for such a venture and in 1890 the Presbytery accepted an offer from a group of Caldwell citizens, led by William Judson Boone, to locate the institution in that community.

One of Hal’s most important achievements has been in defining governance and leadership succession protocols for the firm. He spearheaded the establishment of the ESOP and OSOP plans, changing the Lochner’s ownership structure and giving its employees a true stake in the success of their company. Reflecting his key commitment to ethical business conduct, Hal also established the company’s Ethics Policy committee and board.

Lochner has developed a comprehensive checklist for sustainable highway/roadway transportation projects. The checklist is nicknamed STEED (Sustainable Transportation Environmental Engineering and Design). Lochner has been a national transportation leader in the design of Context Sensitive Solutions (CSS) for many years. More recently a transition to the more complete “Sustainable Solutions” has become part of our delivery process.

The National Environmental Policy Act (NEPA) opened up new opportunities for our industry, and for Lochner, starting with the I-75 Alligator Alley project in South Florida as the firm’s first Environmental Impact Statement (EIS). Setting environmental standards still applied today, Lochner received high accolades from the FHWA and EPA. Harry W. Lochner, Jr. (Hal Lochner) became president in 1974.

Lochner added bridge inspection to its services and further expanded with additional offices in the west and southeast. Other mega projects for Lochner included work on freeway programs for Phoenix and Hartford, airfield construction engineering in the Puget Sound Region and Alaska and assembling a successful team for CEI services for the Tampa Bay’s Sunshine Skyway Bridge, plus award-winning projects in Boston, including the Southeast Expressway and the Central Artery North Area (CANA).

Hal was instrumental in initiating and promoting Lochner’s operations in Florida, and in securing the first major environmental study undertaken in the state. Today, as a result of Hal’s effort and determination, Lochner’s multi-office Southeast region has an impressive portfolio of planning, environmental, highway and bridge design, and construction engineering projects.
