Protection & Advocacy, Inc. 1978-2008 Disability Rights California 2009- History & funding: In 1975, after television news exposed horrific abuse and neglect at Willowbrook, a state institution for people with cognitive disabilities on Staten Island, New York Senator Jacob Javits successfully pushed Congress to mandate and fund Protection and Advocacy systems in each state. The laws which give Protection and Advocacy systems the special responsibility to protect and advocate for people with disabilities also give those organizations a unique tool with which to accomplish that task: access to facilities or programs providing their care, and access to their confidential records. This access permits Protection and Advocacy systems to conduct abuse or neglect investigations, provide information and training about the rights of individuals with disabilities, and monitor a facility or program's compliance with respect to the rights and safety of people who receive their services.

California's public safety net was frayed this year by cuts to SSI, In Home Supportive Services (IHSS), Medi-Cal, and regional center services. As a result, many Californians with disabilities were asked to forego the very services that allow them to live safely and independently in the community. Unfortunately, the Governor's budget issued just after the New Year proposes to eliminate much of what remains of the safety net, stitched together over 30 years. We have not yet convinced policy makers that, in the end, these cuts cost more. For every person who moves to a nursing home because of losing IHSS the State will have to pay an average of $59, 700 - more than five times the cost of IHSS services. Plus, the loss of home and dignity will take its toll. While it is true that the State faces a fiscal crisis, it is becoming clear we are also on the brink of a humanitarian disaster.

The Global Worker Justice Alliance combats migrant worker exploitation by promoting transnational access to justice through a cross-border network of worker advocates and resources. While businesses and their capital are global and able to cross borders, migrant workers in the process of crossing borders, find their human rights are being systematically denied by recruiting companies that charge unlawful fees and the end user company that exploits the worker in a modern form of legalized slavery. Justice is denied as soon as the worker crosses the border in order to stay within the temporary visa.

In May, 1978 California's Protection & Advocacy, Inc. (PAI) was founded to provide the services required under the federal Developmental Disabilities Assistance and Bill of Rights Act of 1975. For many years it was governed by a seven member Board of Directors appointed by the Governor and advised by a state appointed Review Committee. PAI opened its first office in Sacramento in 1978; more regional offices followed: Los Angeles, 1980; Bay Area, 1985; San Diego, 2002; Fresno, 2008. In addition, the organization has satellite offices in 26 locations throughout the state. In 2008, the Board changed our name to Disability Rights California to more accurately describe our work. This Association was established primarily to assist graduates of the School of Nursing with support in their financial need. At the time of our inception, there was no Social Security, no unions and nurses were working six and a half days a week, with time off for services on Sunday. Leisure time was almost unknown, although benefactors at Presbyterian Hospital donated their summer places for the use of nurses to enjoy either the mountains or seashore on their limited vacations. Salaries were low and, as a result, graduates who lost jobs, became ill and many had no family to assist them when they became destitute. The Association stepped into that void and created such a resource for alumni. Thanks to wise shepherding of resources over the past 117 years, those in need can be assisted through our monthly stipends as well as sick benefits.
