This award-winning project involved the widening and reconstruction of six miles of urban roadway, including a new single-point urban interchange, all right-of-way acquisition and six additional structures. Black Oak Road was constructed to provide access to the Vanceburg Industrial Park. It serves as a connector between KY 8 and KY 10, both of which were widened from two to four lanes for approximately one mile each.

Chicago-based transportation consulting engineering firm H.W. Lochner, Inc. (Lochner) is the Illinois State Toll Highway Authority’s construction management consultant for the $44.5 million Design-Build project for the proposed improvements of the Ronald Reagan Memorial Tollway (I-88) between Mile Post 116.7 to Mile Post 117.5, including the Fox River Bridge, IL 31 and IL 31 Ramp Bridge in Kane County, Illinois. The Fox River Bridge project, one of the first Design-Build contracts in Illinois, increases capacity on the Reagan Memorial Tollway (I-88) from two to three lanes with full shoulders in each direction and replicates the appearance of the 51-year-old existing bridge.

As innovations in interstate geometry came about, Harry successfully introduced spiral designs for interchange ramps, an important highway safety contribution. Lochner developed early engineering software, with applications for highway geometry, drainage, earthwork and bridge design. One of the first comprehensive highway design software systems called HDPS, was developed by Lochner.

Being sustainable is simply about making decisions today that are in the best interest for future generations. Sustainability integrates three closely inter-reliant elements--the environment, economy and the social system–in a way that allows meeting the needs of the present without compromising the ability of future generations to meet their needs. Lochner has developed a comprehensive checklist for sustainable highway/roadway transportation projects. The checklist is nicknamed STEED (Sustainable Transportation Environmental Engineering and Design).

Lacey Parkway: This Lochner project incorporated a number of sustainable design solutions, including narrowed roadways for slower traffic and to minimize runoff; stormwater treatment; use of recycled construction materials; and drought-resistant vegetation irrigated with recycled water from a nearby sewage treatment facility.

One of the first comprehensive highway design software systems called HDPS, was developed by Lochner. HDPS was endorsed by FHWA and many state DOTs. The firm established Techplot as a subsidiary to market HDPS to other firms. Lochner’s reputation as an innovator increased with the design of the I-55 bridge over the Fox River, the first curved girder bridge in Illinois and the management of both Boston’s Inner Belt Expressway design program and Massachusetts’ statewide TOPICS program.

Today, as a result of Hal’s effort and determination, Lochner’s multi-office Southeast region has an impressive portfolio of planning, environmental, highway and bridge design, and construction engineering projects. Reflecting his key commitment to ethical business conduct, Hal also established the company’s Ethics Policy committee and board.

Eleven stations will be constructed along the route with four park and ride locations that provide access to major areas such as Norfolk State University, Tidewater Community College (Norfolk Campus), Harbor Park, City Hall, MacArthur Center, and the Sentara Norfolk General Hospital.
