    The United States Section was authorized to construct its portion of the international flood control project by the Act of Congress of October 10, 1966, as amended by the Act of Congress of September 28, 1976. The latter was necessary to allow the United States Section to purchase the land needed for the smaller project. The project was completed in early 1979. The Tijuana River drains a 1, 730 square mile (4, 480 km) basin situated partly in the United States and partly in Mexico. Originating in Mexico, the river crosses the international boundary into the United States near San Ysidro, California, then flows westerly in a broad flood plain about 5.3 miles (9 km) to discharge into the Pacific Ocean at a point about 1.5 miles (2 km) north of the boundary. The part of the project in the United States was modified in 1977 to the present stilling basin configuration (IBWC Minute 258) to conform to a change in land use planning in San Diego.

    Amistad Dam is the largest of the storage dams and reservoirs built on the international reach of the Rio Grande River. The dam was dedicated in 1969 by United States President Richard M. Nixon and Mexico President Diaz Ordaz. The primary purpose for which Amistad Dam was constructed is flood control and water conservation storage for the benefit of the United States and Mexico. The dam is 6.1 miles (10 km) long, stands 254 feet (77.4 meters) above the riverbed and consists of a concrete gravity spillway section within the river canyon flanked by earth embankments. The dam has sixteen (16) spillway gates capable of releasing 1, 500, 000 cubic feet (42, 670 cubic meters) per second. The dam is operated and maintained jointly by the United States and Mexico Sections of the IBWC.

    As a water conservation district, our job is to measure and ensure that our local snow melt and rain stays here — replenishing our local groundwater supplies. We also manage the washes and measure the local groundwater and runoff — supplying important information to local water providers. Since 1912, the San Bernardino Valley Water Conservation District has worked to conserve water by diverting the natural flow of the Santa Ana River and Mill Creek into percolation basins that the District owns and operates. The District also helps to manage the Bunker Hill Groundwater Basin — a major source of water supply for local communities. We also serve as an impartial mediator and source of information for local water providers.     The Nogales International Wastewater Treatment Plant, (NIWTP) is adjacent and westerly of the Santa Cruz River/Nogales Wash confluence, about ten miles north of Ambos, Nogales. It treats a daily average dry weather flow of approximately fifteen and a half million gallons, of which approximately eighty per cent is from Mexico. A technology upgrade of the NIWTP was completed in June of 2009. This upgrade consisted of adding equipment and apparatus to upgrade the technology of the NIWTP to a Biological Nutrient Removal (BNR) system using the Modified Ludzack-Ettinger process. This process allows for the removal of Nitrogen compounds in the discharged effluent which had been shown to be detrimental to the fish & wildlife along the Santa Cruz River. The technology upgrade cost approximately $64 million dollars and was funded largely by a grant from the Environmental Protection Agency (EPA) through the Border Environment Infrastructure Fund (BEIF).
